There's no reason they can't with an unrealistically inflated manpower growth such as the one you're proposing. There's plenty of AARs of people conquering the world with tiny nations.
We get it, you want to do world conquest as Finland but are stopped from doing so by the fact that Finland just doesn't have many people living in it.
Get it out of your system - cheat yourself a billion manpower and 2000 IC as Finland and go nuts. I'll be over here playing a World War 2 sim.
