What's the magic recipe to getting desire for political reforms consistently high? More liberals? Marxists?
 
Liberals favor Political reforms and only vote for social reform if people really want it. Socialists and Communists favor social over political reforms.

That's just the Upper House, right? How can I shape my UH to vote for these social reforms? I'm stuck with liberals and Cons, and they only favor politcal reforms ... so even when my MIL is high, a revolt occurs first. :(

Pass all the political reforms. Then the high CON pops will only have socialism to support. That, or you could have a look at the pop screen and see how to make pops support those reforms. I don't personally know what they are off hand.
