I recently installed the 2.31 patch and have played through as both Russia and Turkey and seen no migration to any of my colonies with either of them, is there an easy fix for this? Thanks!

Colonial Migration is mostly driven by high CON and unemployment. However, you'll lose most immigrants to the New World.
There's also the population thing (as well as con, unemployment and stuff like that). France, for example, fills up every colony it gets with franks in no time because they have a lot of main culture pops that have nowhere else to go. Russia actually is the best at filling up colonies... they start with HUNDREDS of them (pretty much all their non-european provinces, no matter if they start off as colonies or not in vanilla ahd) and turn them all russian within a few years. You can't expect to fill up even more colonies where there's so many empty provinces for them to go already. Turkey has fewer main culture pops and some relatively empty provinces in the balkans for their pops to immigrate to as well.
Yeah I just know that when I played the game before as Russia the patch any colony I took from Egypt or Persia blew up right away with Russian pops, hasn't happened in this game though it's been 10 years. Also I played as Turkey first and when Russia took Crete from Egypt within 5 years half of the population there was Russian.
Then they must be moving to other provinces or abroad. Or maybe they don't feel the need to move.
As was mentioned, you'll lose a lot of population to the American countries. Russia, Spain, and the Ottomans especially have higher rates of emmigration.
