I apologise for the outcome of my nations actions. We have only good intent towards the Russian Empire and her people, and what you have heard is simply the inflation of rumours in an attempt by the international press to create conflict between us.
It is true, that the Governments of Sweden and Norway sought to set up connections with Finland, but we certainly did not mean to import weapons, nor to circumvent normal trade practices. We meant to set up local trade links, with a region which has an economy much like ours, and by doing so help both our economy, the Finnish economy and by extension, your own.
We never intended to smuggle in arms, and this is certainly a malicious lie created by the press, after it was fed to them by an opposition supporter within the civil service.
I have no ill wishes to any nation, as long as it does not interfere with the Scandinavian people, and the only reason for our rearmament is to reaffirm our position on the world stage, as well as boosting our economy. I wish to be friends with Russia, and I can understand your suspicions, after our history, both recent and more distant, but we have no ill wishes against the Russian Empire, of this I can assure you.
