The Balkan War

To the surprise of local residents, Ottoman troops in the province of Rumelia completely withdraw; signs left by the soldiers explain that the Ottoman Empire is abandoning the region and establishing a new border at Thrace. As they leave, the Ottomans strip the region of Macedonia all wealth; factories are dismantled and transported to the East, and all objects of value are confiscated by the Ottoman military in order to support the struggling Ottoman treasury. Orders are to avoid harming any civilians, but with their livelihoods at risk many openly assault the soldiers, causing losses to both sides. That the property of ethnic Albanians is left untouched causes ethnic tensions to flare dangerously, and lacking any other authority villages take it upon themselves to settle disputes. With their lives at stake, many Turks and Muslims in the region follow the army into Thrace, turning the province into a refugee camp, while Albanians withdraw from Macedonia into their homeland. The influx of refugees, combined with sheer confusion as to what has actually taken place, badly destabilises the Ottoman Empire. 1. The Balkans before the Ottoman withdrawal.

Following the departure of central authority, Ismail Qemali, known for promoting Albanian nationalism, returns from exile and helps author the Albanian Declaration of Independence. The rapid pace of Albanian independence catches the Serbs and Greeks by surprise, both of whom are too slow to capitalise on the removal of the Ottomans. In Macedonia, however, the lack of a single identity and the destruction wrought by the Ottomans stalls efforts to unify the region. Ethnic rivalries develop into open conflict, with local Greeks, Bulgarians and Serbs all calling upon their home nations to intervene.

Following this collapse of all forms of authority, the Principality of Bulgaria underwent a rapid change of Government, removing all links to the Ottoman Empire and becoming the Tsardom of Bulgaria. They instantly sent soldiers into Macedonia, in a bid to try and claim as much land as they could for Bulgaria, before the Serbs, Albanians, and Greeks advanced upon the desolate area. However, this did not go as planned for the Bulgarians, when the met with a small party of Greek soldiers occupying parts of southern Macedonia. Fighting broke out between the two groups of men, over a dispute of just who should control what.

The fighting was fierce, but the outnumbered Greeks managed to push back the Bulgarians, sending them reeling through Macedonia. An all out war was finally declared by the Tsar of Bulgaria, stating that they would overpower and crush any and all Greek resistance to the expansion of the Bulgarian state. They also issued a fair warning to Serbia in the north, who could be poised to annex great swaths of land. Bulgaria, however, decided to claim it all for herself. [-2,000 Regulars from Bulgaria.]

Internationally, heads turned to the Ottoman Empire to hold them responsible for causing this new explosion of violence and bloodshed in the Balkans. While many had their doubts of the Ottoman's ability to hold on to those territories, many more did not think they would ever willingly give them up. The Sublime Porte, in retaliation, sent out a letter of condemnation to the entire international community, which was laid out and neatly insulted every Great Power, including the United States of America. The nation most insulted was the Russian Empire, the Ottoman Empire's long-term enemy.

The Kingdom of the Netherlands

Her Majesty's Government hereby extends diplomatic recognition of the sovereignty of the Kingdom of Albania.

Her Majesty's Government also strongly condemns the violent chaos that is now raging in the Balkan region. We plead that the respective governments of all nations involved come together, not to fight or to exchange petty insults, but to sort out this matter in a peaceful manner.

This turn of events is an outrage. What is taking place in the Balkans and the Eastern Mediterranean is insulting to many nations and dangerous to many as well. The Ottoman empire has much to answer for and the UK is deeply disturbed by all of this. Our forces in the region have been placed on a state of alert and reinforcements will be sent in to safeguard our people and interests. Whether or not this crisis leads to war is not yet known but what is certain is that we will not allow chaos to spread and jeopardize the Suez and our colonies in the area. As for the war between the Balkans nations seemingly poised to spiral into a greater regional conflict, we are simply hoping that all sides take into account that certain goals are likely beyond their means to achieve them.
 
The United States of America


The United States of America is deeply troubled by the current situation in the Balkans, and hopes that a resolution to the conflict can soon occur. The United States would also like to invite the displaced people of the region to immigrate to the United States, a land of abundance and prosperity.


The United States demands a retraction of the statements made by the Sublime Porte.

The Russian Empire is angered that the signatories of the Balkan Treaty have decided to follow the ways of Mars rather than to sit down and talk. We shall remind everyone of said document signed not long ago.

The Balkan Treaty

This treaty mandates the creation of a Balkan Alliance to secure the interests of the signatories.

In addition to the Alliance itself, the signatories of this treaty hereby agree to:
- come to the defence of one another in case of war with the Ottoman Empire.
- recognise each others claims, as defined by the secret chapter of the treaty.
- only change these claims through diplomatic means and negotiations.
- support each other in fulfilling the abovementioned claims.
- make no separate arrangements with the Ottoman Empire.
- uphold the Balkan Alliance

Furthermore, inhabitants of the Balkans identifying themselves with another nation of the pact finding themselves in the territory of another signee may be allowed to move to the nation of their choice

The Empire of Ethiopia condemns the atrocities practiced by the barbaric Italians against its native population. It would like to remind them of the generosity with which they were treated after their complete defeat at the hands of the brave Ethiopian army, being kindly offered control of lands historically Ethiopian, despite all.

It was foreseeing a bright future of peace and progress that such concessions were granted, and the least that was expected was such an outrageous and ingrate response but a few years later.

The Empire will accept the offer of peace as long as it implies the immediate cessation of these unacceptable acts and a public apology from the Italian government over these atrocities. Without these minimum guarantees peace is but a word devoid of meaning, and our proud nation will have to rise again to defend itself, but this time unlikely to be act with so much generosity.

May the Italians prove able to govern themselves, unlike wild beasts.

Balkan War - Kingdom of Greece​

The Government of the Kingdom of Greece is shocked by the outcome of the events following the Ottoman give-up of their European Provinces.
Such things happening - wasn't this what the Balkan Pact was meant to keep from happening, however it seems that the Bulgarian Embassy has now violated the Treaty in multiple matters, those being:
- recognise each others claims, as defined by the secret chapter of the treaty.
- only change these claims through diplomatic means and negotiations.
- support each other in fulfilling the above mentioned claims.
- uphold the Balkan Alliance


most of these were broken by Bulgaria - as stated to the Greek ambassador - which stated that Bulgaria claimed all land which they should have gotten through the San-Stefano Treaty as well as the Thessaloníki area and multiple others.
We hope that

We agree to the Russian Czar and would be glad if such a meeting could take place, if Bulgaria shows willing to do so, the original agreement made before the Ottoman retreat shall be used as a basis of negotiation.
If Bulgaria does not wish to negotiate we would be happy i the other members of the Balkan alliance would join our cause, as clearly Bulgaria has not only violated the Treaty towards Greece - but to all members of the Pact.

In Response to the Threat to the Greek Kingdom coming from the mobilization of Troops in Bulgaria - The Greek army shall be mobilized as well
We also offer Greeks - wishing to volunteer, although living in e.g. Asia Minor the right to do so.
We are saddened that such matters have to be taken between our two peoples and hope that this still can be solved without any major bloodshed.

The French Republic supports the Russian position, the current situation in the Balkans must take priority over any possible diplomatic insults. Words aren't worth more than lives.

The Kingdom of Serbia is furious at this betrayal of the Balkan Treaty by Bulgaria, and the total reversion of Bulgarian politics! We are truly shocked, and disgusted by this move made by Bulgaria, violating everything that we have agreed to! Serbia is an honourable nation and stands by the terms and conditions agreed upon in the Balkan Treaty. We therefore support Greece against the Bulgarians, and shall MOBILISE our armed forces in response to the mobilisation of the Bulgarian forces. However, we are not unreasonable and extend an offer to the Bulgarians to come to the negotiation table. This is a blatant attempt by the Ottoman Empire to use the classic strategy of Divide & Conquer on the Balkans. We are better than this!

Our choice of action over the Balkins has been both nessisary and forced upon us. The Balkin nations have rejected our offers over the transfer of land, with their stance towards us becoming more aggressive with each passing day. Our arm has been forced, with this being the only course of action left.

We cannot be held responsible if these allies decide to stab each other in the back and squabble over borders which they supposing already agreed upon. Any blood spilt will be because of their own greed, not because of our actions.

We recognise Albania as an independent state and bid good fortunes in your future endeavours. Lastly, we will take no offence if the great nation of Montenegro decides to take their claims over our former land.

The statement by the Ottoman Empire is false and an intentional misinterpretation of the facts. Yes, the Ottomans made an offer to sell our lands back to us, but they backed it up with threats. Furthermore, they were blatantly designed in such a way so as to incite conflict among the Balkan nations, and were on the whole a textbook example of Divide & Conquer.
This could have been solved peacefully through negotiations, the Balkan Treaty was simply a statement towards the Ottomans that they can no longer divide us. Of course, the total reversal of Bulgarian politics was wholly unexpected, and could not have been done by the hand of a man.

I am sorry Serbia, but that is blatant lies. Since when have we threatned you? What did we threaten you with? And why on earth would we want to threaten you? Our aim was to sell you land, thus resolving the crisis in the Balkans and improving relations. How would threatening you achieve either of those things?

Additionally, we never tried to divide and conquer your nations. Mainly because conquering you petty nations is not worth the time or effort.

We are also disappointed in France, however we are neither surprised or caring.

The Ottoman Empire blatantly stated that if we did not accept their offer that they would create several Ottoman-friendly puppets, which from the documents handed to us would be of a respectable size. This is very much a threat to force Serbia to accept such terms being forced upon it. That is something which Serbia does not tolerate, and is why we did not agree to your terms. The Kingdom of Serbia is an independent state, and will not have terms thrust upon it. We are willing to engage in a level-headed negotiation, but not one as one-sided as the terms which the Ottoman Empire presented to us. You say that your aim was to resolve the crisis in the Balkans, and if that is actually what you believe then you are seriously under-informed of the situation in the Balkans. Your opinion is either blatantly misleading or naive, and past policies of the Ottoman Empire does not improve our already dim view of you.
