Currently, in order to declare war on any vassal inside a kingdom, one would need to declare war directly on the liege. I was wondering if the game could be modified so that having autonomous vassals would negate this; IE if France under medium crown authority has a beef with the Duke of Brabant in the HRE under autonomous vassals, France could then declare war only on Brabant. The vassals would be able to wage war on other realms this way as well; literally making them autonomous and near-independent lands in their own right, with only a small obligation to their liege, and with the emperor unable to exert too much power.

I'm not sure that you could mod that, but there is only so much difference between being an autonomous vassal and being just a de jure vassal. So Brabant might as well be independent in your example, which I guess could be modded in: lowering crown authority to autonomous could just mean that every vassal is independent? just an idea.
