The Right to Serve Act:
1. Any man who's a Chilean citizen and is physically and mentally fit to serve in the Chilean military have the right to do so.
2. It's not allowed to expel a soldier from the military due to his religious or political views or his ethnicity.
3. A soldier can only be expelled from the military if he has committed a crime, if he has committed treason or insubordination, if he is an active member of a paramilitary or rebel group or if he in any other way has become physically or mentally unfit to serve.
4. A soldier cannot be expelled from the armed forces on the charge of a crime, insubordination or treason without proof or witnesses that the soldier in question is guilty to the allegations he has been accused of.

I must stress my objection to this bill and inform the Congresso that I will veto it if it passes in its current form. I would support the act if the bolded text above is added. The Military must be able to enforce disciple in its ranks and can not have soldiers who have divided loyalty. All members of the armed forces take an oath to defend the Republic. I believe it is a violation of that oath to simultaneously be an active member of a paramilitary or rebel group while serving in the military. I urge all members of the Congresso to vote against this act in its current form as it takes away the ability of the military to dismiss those with divided loyalty.

I would not be overly concerned by the threatened veto Senor. The last count gives the bill a nearly 95% majority meaning the Presidente will not be able to veto the bill if he wants to.

Currently the military can expel soldiers who are members of an underground military. I am astonished that you support having members of underground revolutionary militias in our military. One reason I am sick of politics in Chile is the hidden motives of many members of the Congresso who now seek to have our Republic weakened by allowing revolutionaries with divided motivations to plot rebellion from within. I urge all honourable members of the Congresso to change their votes to oppose this trojan horse legislation pushed through by those who seek to take over power by coup or rebellion. We have many double dealing members of the Congresso do we need the same in our military.

Presidente. I agree with a lot of what you say but as a general I believe that all Chileans should be entitled to serve. Having a political affiliation does not matter. If you had expelled all members of all orders then fine. But you choose to impose your own politics by getting rid of your political enemies.

I do not condone such things, I am merely stating my observations and assumptions. Currently, there is nothing barring the military (or you) from expelling anyone. Being able to be expelled at a whim is not something which would be comfortable to any soldier I imagine. But as I said, bills can be modified by other bills, so if the original presenter of the bill which we are currently discussing is unable to modify his own bill, then one can introduce another bill to add in the missing pieces.
Additionally, the fact that you would accuse me (and by extension the FNT) of planning a violent and unlawful seizure of power is most offensive and incorrect as the FNT is the sole party and ideology unstained by such things.

Note that I assumed that everyone who voted for Caitan Crazzio in the Patriota primary as coalition candidate also wanted him as the non-coalition candidate, and the same for De Conti in the Republicano primary. And FNT members, for your information NONE of you voted no coalition. You all abstained prior to changing your votes. I record any vote not stated either as abstaining or I don't record it at all.

I applaud President Rivera's commitment to the Chilean people throughout his term. The man has stayed focused on the Chilean state of affairs, evident in his orders to the able Colonel de Porto regarding the Army of the South.

I hope that you all see that I hope to continue Rivera's conservative success as a loyal Republicano. We must not allow moderates to deny us the opportunity currently at hand.

Now is the time for attack against the weak Germanista Argentina, and the Armed Forces must be rebuilt and expanded to this end. Argentina must come entirely under Chilean stewardship. We must also lower taxes on every strata to allow more buying power across the board, and fuel an increase in the rising economy. Catholicism must be made our state religion, as Secularism only serves to create a divisive climate for our people.

These goals will not be accomplished with a moderate or liberal in office! The time is waning, and we must prevent these ripe chances for eternal glory from dissipating!

With all due respect, mr president, I believe that destroying a man's career because of his partisanship is something very, very wrong. Under the militia bill, all militias will serve the government and the president-in-chief. By having both these bills pass, then you deny the right of many men to defend their country legally. Would you rather purge the military of militias, but then have the militias rising sharply in recruitment? No sir, that's not the best choice. I believe we need to give these men a chance to defend their country. All militias must serve the government by legislation, so all you'll do is strenghten the militias. The red and yellow guards are dead, why kill the republican militias now? As long as we make sure our Chiefs of Staff appoint no party leader to the generalship, then everythings okay.
 
People of Chile! For decades the workers and soldiers have been promised governmental social reform, but all of these have been quashed by one branch of the government. I see that this unrepresentative house will never allow through political means the rights and privileges the people of Chile have earned and deserved. For this reason I am calling upon all workers to rise up in protest, and all soldiers to join me as I march to rectify this injustice. This is not a seizure of power; rather it is the institution of justice and arrest of the disloyal politicians of the lower house.

This is a coup, aimed at enforcing Acceptable Pensions, Acceptable Unemployment Benefits, and Acceptable Healthcare. The incumbent president and cabinet will not be sacked, and the current election process will continue. The constitution will not be changed, nor any other acts of legislation. This will be my final campaign as a soldier before I retire, and will be my greatest contribution to the welfare of Chilean soldiers and workers.

For the long-suffering people of Chile!

This is unacceptable! Another socialist coup?! You are going down! The cabinet is composed by hard line conservatives, there is really no way to win this coup attempt.
 
We did not have this nonsense with Antonio de Santa Rosa! Where is the call for stability? I can only see a Chile torn apart by individual ambitions.
 
I must state my objections to a General attempting to bring about legislative change through the threat of arms. I must remind the General that the lower house is elected by the population of Chile and it is this body which is blocking the reforms he seeks.

I would have invited the General to discuss these matters so as to alter the platforms of candidates such as myself. During such times as these, one has a great chance of promoting reform due to the influx of hopefuls for La Moneda.

Now, I invite the General to stand down. There will come a time when revolution truly is the only answer, of this I am sure. But this time is not it, and hopefully we do not witness such a period during our lifetimes. As of now, General Schmidt, you only glorify and romanticize treason.

I order Senator Escovedo to be arrested immediately for treason. He has threatened me and the Republic with threats of a coup implicating several members of the cabinet and Generals in his plans. I do not have evidence against them so I will not name them. He seems to want some kind of Fascist council although I must say I have never hear of this Fascism. I have asked around and it seems no such political philosophy exists anywhere in the world. I believe him to therefore be a madman.

If he denies this I will produce my evidence.

Ha! This is truly a classic! In fact, Senor de Conti and I have been in correspondence regarding my exit from the race, and I merely asked the sitting President to offer me a temporary post so that I might leave the primaries with some shred of dignity.

Apparently, he differs with this. I have always been a proponent of democracy, and it is laughable that the President think otherwise. In fact, I had just finished denouncing a coup for the very reasons of principle and morality in the preservation of democracy.

I believe my dignity has been put to the grindstone enough. I would like to announce that I am withdrawing from the race, and I say shame on the President for this slander. I cannot express to you all my disappointment with how this primary has gone.
