i think that since Oddessa is Trotzkys home town and there is no push for mass manpower waste, i think that strategy would be to have strong invincible fortresses with a highly mobile strike force jumping between those fortresses. So yeah i think there should/is a school for engineers that has extreeme funding, projecting pyrenee defenses will be exam for masters degree (but still, superfortresses in ussr will be for proffesors degree ^^ )
