It appears to me that this bug hasn't been reported by someone else. I apologize for the case that someone has already posted this problem.
1. Description
I will give you the gist of it in two examples from a 1918 Italy and a 1936 Germany game:
This is just a small part. You really don't want to see the full log. The problem is especially annoying for me, as I have set the majority of the ingame messages to Popup & Pause. If I don't turn the battle notifications off, I literally get spammed to the extent that I can't play the game if I do not press the enter key every second.
2. Reproducibility
I have investigated the problem in both cases. In my Italy 1914 game I used the nofog and fullcontrol cheat to find out what was going on in Nis. Apparently both Bulgarian and Serbian divisions were for some reason stationed in Nis and they somehow engaged all the time in battles, but aborted them just after the battle begun. The weird thing was that some divisions were moving to (Embarked). I mean this literally, they were for some reason moving to the shadow province called (Embarked) with the ID 0, according to province_names.csv. The other divisions had, when no battle was going on, no mission set.
In the second case (Germany 1936) the problem occured just after the outbreak of the Spanish Civil War. I reloaded, activated the Spanish Civil War Intervention decision and took control of the armed forces of Nationalist Spain to take a look at the troops in Lerida. Although in Lerida no Nationalist Spain troops were moving to (Embarked) this time, but the reason for the flood of battle notifications was obviously the same: The land forces of two hostile countries were stationed in the same province.
3. Save Games
I can provide you with both savegames. As soon as you unpause, the game will start to spam you when the battle notification between another country and a third country are set to Popup. I 7-zipped and added the saves as an attachment to this post. My game version is an unmodified 1.01 Beta, and I'm playing DH Full. My checksum is TGCV.
