I'm playing as Belgium, but I cannot declare war on the Dutch and it says "Cannot go to war on sphere leader", even though they have no sphere? It's not a lack of Diplomatic Points, that's all I know...

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
In theory, that would mean that YOU are in their sphere. Simple as that. If you aren't...bug.
I'm not. Oh well, they finally declared war upon me after I lowered the relations to -200. Crushed them and doubled my land. Now, many years later, Prussia attacks me out of the blue. They've already conquered most of Denmark, is this big expansionism normal? <_>
Since any and all wars that don't involve grabbing land are considered to be a waste of time to the AI, I'd say so.
If it makes you feel any better, I've seen France with Greenland and Iceland before, and Austria with Yemen.
You can't declare war to a country who is allied with your sphere leader
(in fact, it's like declaring war to your sphere leader, so it's not allowed)
