So, I wanted to make a campagin and free most of the countries like Norway, Findland, Scotland ect ect. How ever when I released Norway in the grand campagin 1836, I saw that apperantly they had some socialists in the upper house. And Scotland even had some facists in the upper house. Isint this a bug?

I dont run mods and this is the newest version of patch.
 
Fascists make abit of sense because when a nation gains independence it's bound to go through a spell of ultra high nationalism.
