In a large number of games that I have played I have seen Sweden and Denmark both struggling a lot with rebellions. I really don't know why because if I play as one of these countries it doesn't seem to happen and I'm talking about rebellions already within three years from game start, so it isn't a matter of having been able to really avoid these issues.
One of the problems the AI seems to have is the way it uses the sliders. AI Sweden and Denmark both seem to very much like to disband most of their armed forces and even severly reduce their maintenance in order to keep spending on admin and education on a very high level. As a result somehow these countries have huge problems within a few years in keeping rebels in check. I also don't get how AI Sweden managed to get an average revolt risk of 4.50 already in 1840 as I never seem to have any problems with that.
As a result of this AI mismanagement a lot of Pan-Scandinavian rebels are able to enforce their demands over and over again, both in Denmark and Sweden. However Scandinavia is never formed. How do these Pan-Scandinavian rebels work?
