Firstly,it was not an Civil war.
Secondly,how did you get that the mod will be ahistorical?If you mean the flags,the current flags of both Kosovo and BiH have been created after the war.
And lastly,ignoring the warnings of mods and admins will not bring you any good...
EDIT:And Hax,the MoS are in the Wikipedia pages I have linked to...I don't know the rest of the ministers,however I think Janko Bobetko would be CoA/CoS,

However,I think that for now the mod should concentrate more on gathering stuff that would make a basis of a future HoI3 mod,which would be easier with the larger number of provinces and the greater modabiity of the map.

The map as it stands in HOI cannot accommodate the situation in Yugoslavia. While others have mentioned this, I just want to add my vote and offer of help with the geography.

A separate map would also prevent utterly absurd results such as Germany no longer supporting Croatia because they were invaded by France.

resources might have to be worked out to include food as a subject. If the countryside grew most of the food, how can isolated units get supplied? UN resupply and aid to the factions would also be needed. Perhaps a series of events giving X supplies in a certain province?

Say: "General Morrilon escorts a food convoy into srebrenica. Gain 100 supplies" or " Nato bombs Banja Luka. Permanent loss of 4 energy there."

There would need to be some way to lower US, UK, and UN relations with all sides continously in order to simulate the importance of propaganda to winning them over to your side.

There ought to be a series of events as well in which you can choose to lose a division but gain a substantial gain to relations with the West. You could also pay to have Closed Society which would also raise your relations (no pesky journalists investigating your crimes) but that would hurt your dissent rate even more.

There were no people that would qualify as fascist who had any significant role in the politics of Croatia during the war,and although I don't like him very much,Tuđman certainly isn't a fascist
 
The question of if fascists dominated Croatia's politics is a contentious issue perhaps then best left sidestepped.

It should be possible to develop units of Armed Police and Militia units separately as the armed police in Slovenia and elsewhere evolved into the Army while many ordinary citizens joined militias that were not previously affiliated with the police. Groups affiliated with the various party militias and groups coming in from the rest of Yugoslavia and the outside might also need separate units.

Perhaps Mercenaries, Jihadists, and Chetniks (as a convenient umbrella name for the various Serb groups) could be added over time in events but which could be upgraded over time.

Supply might be a bit difficult to model given that sometimes Sarajevo was under a siege and the game engine models the default lines of supply from the capitol. Resources in Tuzla and the like would have to be considerable so as to support units operating from it but not in a direct land route with Sarajevo.

The UN would be difficult to model given that it traveled through all territory but sometimes got engaged in fights. The UN forces in the Krajina more often fought the Croats than the Serbs but in Bosnia engaged all factions with different approaches over time. Any UN action would have to be as a war but only a short one lasting a few weeks at most. As the AI might be unreliable at that point, its wars would need events. That means a trigger to start it.

Suppose: "Croat Forces advance around Medak. War with Croatia" or "Lift siege of Sarajevo. War with Republika Srbska" ended with "Operation complete. Peace with X"
