Dutch had plans for a massive naval expansion, but they were never carried out IRL.
Kaiserreich world is a bit more militarized, so the ships were constructed, I'm sure one of the developers could tell more.
(I remember them being mostly manned by a native Javanese crews.)

Edit: Here is the post from Kaiserreich forums:

From Googling, some Historians state that the Netherlands had half the GDP of Italy in 1939 (so the Dutch IC should be more like 30).

As well, I noticed the Netherland ship classes are wrong, for instance the Java Class Light Crusiers are not Java class cruisers but a model too advanced.

For strengthening the Dutch, they had a Battleship Proposal in 1913.

http://en.wikipedia.org/wiki/Dutch_1913_battleship_proposal

Unlike Italy, the Dutch apparently may had been able to field that many battleships due to the wealth of the NEI (there were talks of forcing the NEI to pay for it through loans) and the battleships were seen as necessary by certain factions in maintaining hold over the NEI. The Dutch had the money, in the OTL, to build the Zuiderzee‎. For manpower, they apparently wanted to introduce Javanese Sailors to man these ships.

Therefore, I have made some model corrections, added 8 battleships, 1 carrier (which could be said to be from the hull of the 9th battleship), additional java class crusiers, destroyers, et cetera. Also added another submarine group as was requested in the 1914 proposal. Additional three battlecrusiers based on the 1047 Proposal, but during the interwar and assumed they were procured as a cheaper battleship and to fight off Japanese or Australasian battlecruisers, or intercept their shipping.

Alright. Thanks a lot for the help :)

Whoever made this, it is fantastic!

What sort of tactics should I use as Japan, if I want to go National Populist and take over asia? Also, what sort of fleet composition should i have? Ive never really played a game as a naval nation, so Ive never had any experience with it.

More specifically, Mongolia. Not such a rich nation, but take into account the mad barons' usual expansion and you'll see that it presents a firm foothold in Asia with which you can attack most regional powers from multiple fronts. That, and it was also part of the Kodoha's doctrine to attack north.

After this, attack China/Germany or Russia (provided there is a chance to win...the Russians are tough). Only take the colonial/pacific route last, because the events are broken.

As for naval supremacy. You're top in the region already. I suggest maybe invest in a few carriers and battleships...and absolutely have at least one tech slot used for naval doctrine. This is true in any scenario.

What sort of Army composition should I have? A few stacks of infantry with arty, some motorized infantry, and some marines?

Cavalry are an essential addition to the Kwantung army in Fengtian. They'll give you the speed you need to make an offensive in Mongolia and China, or trap the Russians in Siberia. Give them armoured cars, and maybe light armour if you're at war with a European state.

Marines are obviously essential. The more you build (with transports to compliment) and the easier it will be to overwhelm any nation in the region. Equip them with engineers and artillery (in separate groups).

Infantry are good support troops. They just don't have the speed to make a real prolonged and rapid offensive without meeting a rejuvenated force after their journey. All the same, they are still an essential unit for maintaining a front. Equip them with artillery and engineers. Maybe upgrade a few into mountaineers who suit the terrain better.

The others aren't necessary. Motorised infantry and tanks require roads, which aren't in abundance. Mechanised infantry are a good investment though.

I'll also take you through the air force:

Tactical bombers will do what needs to be done on the ground.

Naval bombers, if used in abundance, will evaporate enemy fleets.

Strategic bombers will give you the reach to drop nuclear payloads before missiles come along.

Fighters of any kind are optional.

CAS should never be applied to Asia. Not enough air fields.

Another thing:

Formosa is probably going to revolt in your game. All the troops on Taiwan will be left with 0 organisation when it happens, and Formosa will wipe them out. Other states are then going to send support to Formosa, which will give them more troops and make the island completely unable to invade with any force.
UNLESS you put your forces in the Eastern part of the island, and have a navy and large landing force (all you can spare) ready, and start the embargo decision the second it happens.

It's an absolutely ridiculous event, made by some moronic fanboy. If you have the capability I suggest you edit it.

Hi. If I play as Ottomans and ally with Germany via the diplo screen I won't be breaking any events, right? And Germany won't do anything stupid like sending half its army to fight some rebels in Arabia, or cancelling my wars of expansion?

I wouldn't ally the Germans. Better if its you in charge.

What are some good naval compositions for Japan? Their navy is a bit of a mess. Small groups of carriers, BB's, DD's and crusiers. Want to make a few effective carrier based fleets. Curious what a good make up is? How many carriers, crusiers, DD's etc. Also want to make one good surface fleet with my BB's.

Any help would be appreciated. When playing KR I usually just build a ton of naval bombers and don't worry to much about my navy but I think Japan needs a good navy so I want to put a little effort into it.

Thanks!

Carriers and escorts are usually enough, especially when your only major naval enemy is Germany, who mostly relies on old battleships. (And their fleets will most likely get sunk by the Syndicalists.)
But Yamato! You should build at least two of these, since they are just so cool.

Edit: And get rid of your Pre-dreadnoughts and Dreadnoughts, (BB-2:s and BB-3:s) they just slow you down. (The earliest Light carriers are also way too slow, scrap them or give them to your puppets.)

Anyone know the event chain to prevent the American civil war? And the Spanish one, while I'm at it?

The Spanish one you just choose to let the CNT make the work program and then elect whichever side you want. You also obviously have to hold free elections.
I tried that, but right after the International they rebelled.

Probably right. Dem blueprints tho.
Like you need blueprints against Persia and Arabia. Just put a stack of all your garrison units at Sinai with some militia and you can wipe up the rest in a matter of months.

I'm looking to add an event that will make RSI declare war on Italian Federation if RSI and France at war with Germany. RSI wants unification anyway and without this event they just sit there idly doing not much all war long. I've looked through the event files for such an event but can't seem to find one. If anyone can doctor an event like this I'd love to be able to use it. Event modding isn't my strong suit.
