zoroastrian timurids wants to go into mongol empire but have no take mandate of heaven cb for Yuan formation

i played timurids and converted into zoroastrian and wanted to become the mongol empire but i need to be Yuan for that and for that i need to become the chinese emperor but i dont get the mandate of haven cb and i looked it up and its locked because i am not a pagan or eastern religious type. So i am locked at beeing timurids.

Why is zoroastrian not a pagan religion?
and any suggestions how to become mongol empire without switching religion?

Zoroastrian (and Judaism) were always in their own little religious groups.

You can form Yuan if you destroy the Mandate entirely by conquering the current emperor.

Zoroastrian is not a Pagan religion mainly due to how they were treated in CK2. Because they were considered an organized religion they were not considered Pagan in EU4.

I should mention though that Zoroastrianism was the first religion Christianity claimed to be demon worshippers (though it was merely in line with Jewish thought of the time). And certainly thought of them as Pagan.
