I think the religious head calls those, like crusades, and the player has no input. Don't quote me though, since I only have one standard Zoroastrian playthrough, and am in the midst of an attempted Swedish Zoroastrian ironman.

Something like this. You can also 'Request Invasion' in the diplomacy list, but I don't think I've ever seen it clickable. Stupid Moabad called the first Great Holy War on Greece of all places, ignoring Anatolia completely.

I know this topic hasn't been replied to in a while but there is another way. Using the new game mechanics introduced in Horse Lords you can try to reform the Persian Empire as a Zoroastrian Saffarid. Since the Saffarid conquest of Persia is similar to that of an invasion cb, then you can take all of the Tahrid land for yourself. This menthod takes a fair bit of vassal management and might even take a few rerolls for a better character. But since pressing a strong claim does not piss vassals off anymore then it should be easier to do. I am currently working on that myself. It helps if there is a weak Abassid Calphate.

EDIT: Apparently vassals still get pissed about strong claims. Also try to keep the Abassids down, they are your biggest hindrance to expansion.

So I just started a game as the independent satrap from the 867 start and luckily none of the Muslims/ Tengris have attacked me. I was able to get more land quickly by calling a holy war against the satrap to the West of me who is Shia He had less soldiers than I did even without counting the event troops so I won the war with out ever using my event stack. This gave me a lot more soldiers and as of now I have a better chance in any war.

Just before Conclave released I did a very successful Zoroastrian run. Starting in the Charlemagne start as the Zunbils. I assume that the AI takes pagan homeland attrition in to consideration when choosing who to attack. Since all my runs of Zunbils people (mostly the Abbablobs) seem reluctant to attack me. Staying Zunist while sniping Zoroastrian lands and expanding into northern India is a pretty good strategy for early game, then after a few years of blobing (50-100) and having you diplomat parked in Abbablobia, move capital to Zoroastrian lands to convert and profit!

I'm currently replaying the Zoroastrians and find that my old strategy works even better with the latest updates from the Conclave DLC.

Take a chunk out of the muslims to the East. Then take another chunk out of the Shia if there's time. But most importantly, to buy you a few decades of safety from the Saffarids. swear fealty to the first shah you declared war on. If everything went well, you should actually have more troops than him. Between favours with other vassals, and much more, you won't have to wait long until you can take over the kinddom from the inside.
