You need to make sure your roads have a connection to the initial piece of highway that is present when you begin your new city.
Your citizens require this connection, for them to arrive via cars and move into their new residential homes.
But from the image, I think you have accomplished this.
Click on each of the residential homes ; does the house show a number of members for this household ?
I'm not sure what to say or how to help.

connections/roads are fully established, houses with zero pop.

you need to connect the roads together. there is no way for any of the green or blue zones to enter the town. you only have the entrance connected to the yellow zone

well i did look at the picture. the in arrow on the highway is point down towards the yellow zone. that section is not joined to the rest of your town so consequently no one can enter the town. what part of am i missing?

just to confirm you do know that each side of the highway is one way right? cars can only ever enter your town from the left highway (the one joined to the yellow zone) and they can only leave from the right highway (the one joined to the green and blue zones)

Yep,
I don't know how I missed that when I was first looking at it.

playit33,
The initial piece of highway that is present when you first start a new game, are separate one-way directional segments.
So in your image, the piece of highway on the left (connected to your yellow zone) is the inbound traffic lanes.
The piece of highway on the right (connected to your green and blue zones) is the outbound traffic lanes. So if you don't make a connection from the left side, over to the right side, then vehicles (and citizens who use them) can never get to the right-side of your city.
Make a road connecting the left side with the right side of your city. Then you will start to see citizens arriving into their new homes.
Also, once you make the connection, observe the roads and highways. Follow a car or two and watch their exact movements coming in and out of your city. Then as a beginner, you will understand how the highway works.
Happy gaming.

PS: Come back and give us an update when you get a chance.
