I have a strange experience in my current game: Nearly all pops in the British Empire have militancy zero, yet these exact pops start rebellions all over the place. (Provinces have a rebellion risk of 1.2%, though.)

IIRC it all started when I chose "Meritocracy" instead of "Aristocracy". (What do they do, anyways? There was no tooltip. :( ) But still, that should not be part of the problem, because, militancy = 0, consciousness = 1 for most of the pops.

Is that a bug or did I overlook something?

Your help will be appreciated.

have you been in a war just recently?

War exhaustion creates revolt risk separately from MIL, and thus you may still have leftover effects, esp as war exhaustion affects colonial pops much more severely than national pops and takes longer to wear off

Yes, I was. There was this open bill with the norther american rebels who sunk some good english tea. :)

Strange enough, they did not rebel during the war, but they started like hell directly after I made peace. Is that normal?

I've never studied it much so can not say, did you happen to keep military spending at full after the war or did you reduce it. Perhaps reducing it and cutting military units down to half-strength or something like that increased the revoltrisk.

Just guessing here.

No, I did not change anything. Maybe I was just lucky, before that.
I edited the savegame to identify the effect, and it indeed seemed to be the war weariness that caused the revolts.

Thanks for the help.

I get the impression that being in a war becomes really dangerous for the big players in the game. Well, maybe not dangerous, rather tedious. :)

I think it's connected to the outcome of the war. If you loose the war, and white peace counts as a loss for the agressor, pops will revolt per war exhaustion levels, if you win the war, pops will remain peaceful.
