I've never seem anything like this in all my Vicki campaigns. I'm playing as China with patch 1.03. I own all of Australia, and got the province of Victoria from the British during a peace treaty aboout six years ago. Revolt risk began to rise steadily to around 4% in the most populous provinces, and around 1.6% in Bendigo (the least populous). So far so good. The the UK declared war again after the peace treaty expired. At the same time I was expanding the RGOs in Victoria to encourage immigration, and pops began flooding into the province, and revolt risk also began to rise significantly. I thought this was to do with the fact that I was again at war with Britain, even though it made little sense since most pops were now Chinese.
Anyway, after a white peace I started paying attention to Victoria again only to notice that not only were people flooding into the province, the revolt risk was rising by the day - from around 14% at the end of the war to around 25% now, about 15 months later. What is going on? Every pop in the state has zero miltancy (there are about 80 pops in each of the most populous provinces). Every province apart from Victoria has zero revolt risk. Is immigration increasing militancy? Since the immigrants are Chinese, it should be having the opposite effect. Is this a bug?
