There is a sortie command for defender in siege to prevent from maintaing siege progress with only 1 or 2 regiments. But AI cannot use this smartly, and we humans often detach a few troops to maitain siege progress when main troops are needed to support battles in other provinces, but AI cannot do this kind of strategy.
So players can siege fort by fort, but AIs cannot siege even one fort, as they often move all of their sieging troops to fight with enemy's troops. A system which AI can't use rightly is just unfair.
In 1.12, we need (3k*fort level) troops for siege forts. So 'detach 1 regiment to maintain siege progress' looks more weird. To prevent this, some systems needed like 'attacker which has less troops than (3k*fort level) loses its siege progress in each siege phase by zero die roll'. And 'attacker which has even less troops than garrison size loses entire siege progresses'.
