ze timid event adds a rival even if I choose "I should step forward now"

In ZE.12024, selecting EVTOPTB_ZE_12024 ("I should step forward now, it's not too late") indicates that it won't add a rivalry. But then it triggers the "notification" event ZE.12026, telling the other courtier that I never stepped forward and adding the rivalry anyway.
