Zara for Axis Membership

When playing as Yugoslavia the focus Zara for Axis Membership has the following bypass notices

However when you bypass Sign the Tripartite Pact by manually joining the axis (and Italy is a member) you can't bypass this focus and you take it as normal. This results in Italy accepting 100% of the time in my opinion. Now I don't mind a "free" Zara turnover, but is this intended behavior? Seems to me like it's a tad on the broken side.

Yeah, sounds like those bypass conditions want to be in an OR block.

Italy is the Problem there. They still have the not rewoked Focus, so Yugoslavia have to make the Focus atm.

I fail to see how a Yugoslavian focus not properly bypassing when you are in an alliance with Italy, is the fault of Italy. Care to elaborate on how exactly that would work?

Well, there's no real punishment only gains. If you want to bypass Zara for Axis Membership you can totally do so by bypassing the mutually exclusive Surrender Italian Claims focus.

Right now the Zara-fam focus is just a focus that will 100% give you the territory if you are in the axis.
