I've decided to play Yugoslavia after 'Collie' update, fashioned by these new focuses and ability to create a whole puppet horde.

But I've already noticed one thing: if you pick 'Limited Self-Government' focus and, therefore, release Slovenia as a puppet, then economic 'Develop Slovenian Industry' focus will not give you factories in Slovenia. Instead it will give you factories in random owned state. It's strange, I assume this focus should build factories in Slovenia if it's controlled by Yugoslavia or its' puppet.

By the way, what game's supposed to do if you give Slovenia to Italians? I think the same, it would just give factories to random owned state. Maybe it's better to rename the focus or change the requirements/effects so that focus will work as it is supposed to work and not misguide the player.

I think this is purposeful and the way it works is fine. Otherwise It'll penalize you for forming the faction with your various ethnic groups. You'll fine strange things like that through their tree though. I've yet to see anyone post about the fact that the focus "unite the kingdom" only requires the puppet to have its capital Europe in order to core it. I can't really tell if they intended for Yugoslavia to be able to core all of Europe but it absolutely can. Hard to do as only Serbia though.

Well, I see, this is a part of a bigger problem - what benefit we would get from a puppet? Currently, it is by far worse than owning its' territories directly. Maybe it should add some bonuses for Slovenia and offmap factories for Yugoslavia if Slovenia is a puppet?

Yugoslavias puppets are extremy powerfull. You still get part of their factories, especially Mil, and after 1939 they all start spawning factories using their generic focus tree.
In my most recent game I had ~33 Mils and Civs each in 1940 just with puppets. After I reintergated all my puppets I had over 50 Civ and nearly 40 Mils, with also all the Land now having high infrastructure, meaning I could build new Mils extremly fast.

Weird. In my game those puppets never chose industry focuses. Instead some of them even went for the useless politic ones despite not having any factory at all.
Mine did too. It's why I'm waiting for expert AI to be updated before it try it again. The mod tells the ai to do its civilian industry first thing, then doctrine, then military industry. So by 1938 you'd have 70 new factories by the generic focus trees and you can reannex them. Without that mod, its kind of pointless to split the country apart unless you want to core something. Even then you're giving up 10% max planning.

It's how the focus has always worked - it gives you 3 mils in a random state, prioritising Slovenia.
Presumably they just never updated it.

Since it seems as though they don't do any industry focuses until 1939, I'd wager they're on the list of tags prevented from taking industry focuses until 1939.

All OPMs are scripted to only take Industry Foci after 1939. I think they need 3 states or more to take them earlier. So if they only start in 1939, you only really notice the factories in 1940

So the optimal way is to complete all the 8 politic focuses right before 1939. I don't wanna release them too soon, since I need every bit of my civs to build civs for 1 year, and from 1937 onwards build mils in Serbia. Then waiting for 8-9 more focuses for them to complete. It will be mid 1940 when you integrate all of them.
It's kinda funny that Yugoslavia went all the work to release every single OPMs as possible just to unite again. :)
I don't think i'd like to play Balkan cluster of OPMs path though. United Yugoslavia is a must to survive.

Depends what your plans are, as fascist Yugo you have enough time for everything, and you will an enourmes amounts of Civ, even if you release your puppets somewhat early.

For example you need to release Croatia to go further your industry path either way. Meanwhile releasing Macedonia gets rid of the +25% pp cost on everything important.

The bigger problem is manpower. It is fine with local militas but you lose all modifiers when you do the civil war as Prince Paul.

Yep. The most left political path is suck. The combination of releasing OPMs right path and fascism could be OP. Since Transilvania has cores on Romania and will transfer those cores when you unite Yugoslavia again.
