oblast? don't know what is it. I feel the best results if we want to add something to the map will be to add it at the same layer as borders layer. Look at this LOTR mod, in the images you can see forest, mountains, names and cities.
oblast is 4-5 provinces but it is when you look map from greath distamce like in HOI3.It must be on another layer.This is coll to add mountains and forest and name of the cities.
