What's the point of removing anti German military if they remain anti German and cause a civil war if you sign the pact? Is this intended or an oversight?

Its probably to stop 2 civil wars from happening if you cause a coup to switch ideology and then join axis after causing a second one.
I'm not sure if that makes much sense. The tripartite pact is the axis. And if the military is no longer anti German then it shouldn't coup. I didn't even go fascist the first time I tried it. I didn't get a coup from going fascist either.
