The pickelhaube would be a good choice, however the Top Hat might also be suited very well for the period. After all, Victoria 2 isn't a war game, but mostly an economical and political game.

Please, no Pickelhaube. Vicky is not another Prussian-themed game and Bismarck on the cover is bad enough (I still hope there will be the variant version with Robert E. Lee they showed at the beginning). I would either go for the Victoria Cross (Link), a top hat or a little factory icon. The latter two would certainly be more appropriate for an economic game like Vicky.

Actually the Pickelhaube is not exclusively a Prussian helmet. it was used by the British as their service and tropical helmet during the 1800's. Other nations such as Russia and Sweden also used it. Although it was the Prussians who made the most use of this helmet, yet i think it perfectly symbolizes the European military establishment of the 1800's. The Victoria Cross has already been used in the Victoria beta.
