Maybe it's just me, but I really think the missions need some rework, especially the national ones that grant swaths of land in free claims. With the way claims work now, in that you have to build up a spy network before you can make a claim, and how each claim on the same country costs more than the previous one, the free claims that these missions give are very powerful. On top of that, they will repeat over and over, if still applicable. This means you can get free claims on land, and if you were unable to take advantage of them now, you can always wait until the mission shows up again. Meanwhile, smaller nations, who do not have a set of special national missions and events for them, get missions that give a claim on just one province. We do not need to make it any easier for the game to blob up.
My suggestion is to add a step to these kinds of missions that require the player to build up spy network points before they can gain these claims. The advantages to getting claims this way would be that claims could come at a discount compared to what they would normally be and that these missions usually allow clams to be fabricated on provinces not regularly available. Also, flesh out the missions for smaller nations so that they get the same advantages the larger nations do from missions.
