It are the pictures with the harpoon/spear? guy and the rogue lady dualwielding that you can also see in their google play store page.
If you google the harpoon guys image via the image search option of google you are even directly linked to Rome II total war emperor edition.

Release version of Rome II total war was utter garbage. The free update to the emperor edition everyone got was acceptable. But still the game was not as good as it could have been sadly enough.

It is "funny" because it is just so lazy of the people who have put out this game. They do not use content of one developer but two developers to promote their presumably shitty game.
To a certain extent it is what is wrong with much of steam greenlight and mobile gaming. Using other peoples content in your game/ to promote your game.
In short it was a sarcastic/irritated haha.

But that picture appears to be advertising for a game called King of Avalon.

There is an advertisement for king of Avalon on YouTube that is clearly showing Cossacks 3 gameplay. Its one of those "skip in 5 seconds" adds too so they are paying for it to be aired. Maybe pdx should team up with some of these other devs they are stealing from.

It was bad on launch. They've fixed it since (when emperor edition came out)
