As i have some experience with modding paradox games, and i'm quite sure that smaller countries will not have dedicated politacal path, and troops, a model of ships, tanks, planes. Therefore i'd like to make mod, which covers this area. I have two questions:

1) Is someone interested in helping me doing this mod?

2) What propositon do you have to make HOI IV more detailed?

I think someone is working on something similar for things like Poland, Canada, New Zealand, and some other minors but as far as I know not all of them. Maybe you two could work together?

One thing I'd like to see someone do is add more/proper ministers and leaders for minors. I had to go in and add a lot in HOI3. Slovenian leaders and ministers were missing from Yugoslavia. Czechoslovia had the Nazi ministers but left out the more organized and popular fascist ministers, etc.

I could help in terms of research for including more European ministers and leaders since I plan to do it myself anyway to the extent I can, but I have zero skill to make the portraits look like the other ones in game.

Give minors goals of their caliber. For instance, no Latin American nation would even consider fighting the US, but maybe uniting Central America, or Colombia, or, if more radical, all of Latin America, could be a challenging goal. Eastern Europe wants to Easter Europe. Maybe give nation specific casus bellis against specific neighbors, to encourage them to act independently rather than as pawns in the game of the Great Powers.

Luxembourg main focus tree:
1) The Return of the Grand Duchy; "For too long, our nation has been abused by its neighbours. Since our independance at the end of the Thirty Years War, we have lost close to 3/4s of our rightful land, we shall make sure that our rightful land is returned to us" effect: add claims on Belgium, Germany, and France

2)a) Our Western supporter; "The British and the Netherlands have on a few occasions helped our nation recover, let's see if they will do it again for a rightful cause." effect: improves relations with GB and the Netherlands, GB and the Netherlands get an event to choose between a alliance, a guarantee, or nothing with Luxembourg.
2)b) The Northern Sword; "Sweden has proved its might during the Thirty Years War, and with our information on western models the Germans have been showing on our borders, they might prove to be a valuable ally" effect: improves relations with Sweden, Norway, and Denmark. Sweden, Norway, and Denmark get the same event as GB and the Netherlands would have if 2a was chosen. The countries, upon choosing to make Luxembourg an ally or guarantee it, get an event which increases their medium armor research by 25%.

3) The Belgian usurpers; "Belgium was the last nation to steal sovereign land, and also the weakest. Our allies combined pressure might be enough to cinvince them that it would be in their best interest to hand our land back" effect: All allies and guarantees get an event to either support the claim or not. Belgium then gets the choice to accept the demands or go to war with all supporting allies and guarantees

4a) The French question; effect: France gets the option to grant the land to Luxembourg (it's practically nothing and undevelopped land, so it's not like they need it...) or face a similar fate as Belgium.
4b) The German threat; effect: Germany gets the option to grant the land to Luxembourg (more developped although still not much, war is much more likely to happen, probably the way to start in a bang a good European War) or face the supporters.

5a) Reconiliation of the West; effect: France can allow its claims on the lost land to lapse and join as an ally of Luxembourg (in effect every ally is part of the Allies)
5b)i) (End of the European War event aka after the war with Germany is won) Our Ancestorial Claims "Luxembourg was made by Karel de Groussen (Luxembourgish name of Charlemagne), and now the opportunity is open to us to reclaim his lands for our nation from Germany." effect: territories from Trier to Koln ad back to Luxembourg is taken by Luxembourg no matter the peace deal
one or the other
5b)ii) (during the European War) The War of Anhiliation effects: improve logistics and manpower gain, improves infantry research (25%)

Pretty much continue down the path of territorial expansion to the point of making Luxembourg a European Power, at the expense of the Netherlands, Belgium, Germany, and France in order to make an Empire.

What can I say, I'm a revanchist Luxembourger, and a stern advocator of grand military manoeuvres...

I like the idea of Luxemburg retaking lost lands, and eventually(potentially) ending the game as a legit secondary power... but it also feels like an outright declaration of war against France or Germany, outside of the "pre-determined" WWII, is a bit crazier than my disbelief is willing to suspend... as is turning Luxembourg into a legit EMPIRE...

Would it be possible to change the French and/or German focii into something more diplomatic? For instance; "offer France OR Germany an alliance/join their faction in return for old claims", with the idea of retaking "the last part" as part of eventual warspoils from WWII?

Still seems somewhat stretchy, but if Luxembourg at this point holds part of Belgium, and it is obvious to the world that another great war is coming(world tension at 50+%?) then France or Germany being willing to negotiate with a potential ally is... at least a possibility, rather than objectively crazy(especially considering that said ally can give them direct access past the main line of their enemys defence).
In addition, it also helps tie "the Lux-plot" into the grander WWII-narrative that the game centres around, rather than re-tying the WWII-narrative to support the "lesser" Lux-plot - let's face it, having WWII start because Luxemburg wants lost lands back is... not as grand a narrative as the Nazi/Germanic Revenge-plot - but having the Lux-plot present WITHIN the larger WWII-narrative could be made to work really really well.

Speaking of the Low Countries, I'd image the "political tree" of Belgium and the Netherlands could centre around recombining said nations into a singular whole, either through straight up invasion, taking different sides in WWII, or through diplomatic/espionage based means(players' choice) - if successful, the newborn "super Netherlands" could end the game as a full-fledged colonial empire, and a "secondary great power" on par with Italy - just as it had once been.

"Lesser" stories like these, I feel, could really help reinforce and reinvigorate the classic "germany is crazy and declares war on everyone, kicks a lot of butt, but then gets even crazier and is eventually beat back down by a huge damn coalition of doom" concept.
Now you have that, but you ALSO have smaller, more intimate stories for all the individual allies on the two sides.
..especially if we had, say, an updated version of the Newspaper feature from Victoria2, to keep us abreast of the various sub-plots that all the minors are up to.

Man, that would be so cool.... /dreamy

France or Germany giving land to Luxemburg is as crazy as France or Germany giving land to Switzerland. They would never do that. France would try to get Luxemburg into it's sphere and Germany would try to annex it.

I'm going to put together a naval mod, adding in units that aren't covered by HoI4 (as many as game mechanics and UI can handle sensibly, definitely DEs, Corvettes, CVLs and CVEs, probably coastal BBs and torpedo boats, and then others like MTBs/MGBs, Gunboats, seaplane tenders and the like - if I can, I'll get river gunboats/monitors in as well, but I suspect that'll be unlikely). As part of getting the data for it together, I've got decent stats on the various minor nation navies, if that'd help. If I ever get around to it, I'll do models for the mod, but I'm more interested in gameplay first, and have no modelling experience, so that's a long, long way off, if ever. Of course i'll try to make this polital decision, as possible as it is possible. Everything should be balanced, so i will not make ridiculous decision for small countries. It would more like what "could be if"
