Your Council is Discontent

So having come back from a several month break I was happy to find many new goodies from paradox. Unfortunately after spending some 5 hours, hating life, at conclave I finally decided screw it! I have made a GOD EMPEROR!! Everyone loves me 80+ opinion, and yet all my councilors are still "discontent." Basically Screw it I Quit. Conclave is Opaque as hell and poorly implemented. Nothing is explained, no information is given as to why the game does what it does. I would go so far to say this is the antithesis of fun...

The council being discontent isn't related to their opinion. They're discontent if you usurp their power by doing something they voted against or if you've only just inherited the realm since you're a new guy.

It doesn't matter if it's discontent if everyone loves you anyways since all it means it that your councilors can join factions.

Well it would be nice if the game would tell me that somewhere... Tooltips are a thing. The game needs to tell you these things otherwise it just seems like something isn't working. I guess I give it another swing.

In the council page (where you see who is zealot and what not), it's written that the council is discontent. Hoovering over the text will tell you why it is discontent.

Which is weird, because I read up on Conclave for about five minutes before my first game, and I knew the conditions that cause the council to be discontent. And the tooltips on the council page also tell you this information.
