They don't really have much choice in the matter. The territory is only 2.3 square miles with the airport/runway (first built by the RAF during WW2) neatly bisecting the peninsular just south of the land border with Spain, and the road that crosses the runway is the only one connecting Gibraltar and Spain. Until they can finish the new tunnel(s) and get it all nicely connected up with the existing roads they're stuck with the at-grade multi-modal intersection. It's also interesting to note that apparently even after the tunnels *are* finished and open, the runway will still be closed between flights to allow pedestrians to get across!I'm amazed they would allow such a thing, not only from a safety standpoint but a security one as well.

Even without a fully modular airport tool I'm sure there are things CO could do to give us some level of control. Maybe they could allow us to upgrade/downgrade airports like stops and depots in CiM2 - upgrade the terminal from a small shed to a larger pre-fab building, and then to a flashy modern construct; snap runway extensions onto the end to allow larger planes to land/take off (and increase passenger/freight capacity/generation); snap an entire additional runway onto the side of the airport.While I do understand KR153s point of view, I do not share his negative view of it. It's been confirmed that modular airports won't be in the game at release but I think it's a safe bet that it's one of the things that will be worked on shortly after release. We can't expect to have everything we've always wanted from day one in a complex game like this.
