you are confused by the maps you posted.
The area in game is the area of Hungarian populations at the time, which includes part of modern Croatia and does not include half of what you would call modern Vojvodina. Its very important you be sure you are not mistaken when you make these sort of criticisms. In this case, you are. Anyone can just point to a map:

I have noticed that some of the geography looks a bit dodgy as well (e.g. English internal borders are bizzarre, missing strategic cities, etc.). You have to sympathise with Paradox though in that someone had to draw every single province, region, et al.

That region was actually historically annexed by Hungary after the invasion of Yugoslavia. That's why it looks the way it does.

YES, seems they made it this way, so dividing it by states after the war, would be easier. Bačka and Baranja were under Hungarian occupation, Srem was under Croatian and Banat because it had lot of german speaking inhabitants had special status of self government. But all 4 parts (Bačka, Banat, Srem, Baranja) werea and are part of Vojvodina.

And your point is?

You do realize they made the map this way so the game can accurately show the actual historical occupation regions during the WW2. It is, after all, a game about World War 2, isn't it? What are you setting as an example (the second map) for a region border is post-WW2 AVNOJ borders in Yugoslavia, which didn't exist until 1945, and frankly I don't see how those region borders could benefit the game in any way. I guess they could rename the region in question to "Baranja-Bačka" region to satisfy a few disgruntled people like yourself, but I see it as a highly unlikely outcome, I believe people at Paradox have their hands full with far far more important game mechanics than this one, after all, it's only two months until release.

If certain borders did not exist in the 1930s then it would be inappropriate to portray them in a game that starts in 1936. Accordingly, unfortunately for the OP, his revision of in-game territory is unlikely to occur.

However, an in-game event that kicks off later in the game, that initiates an invasion and redrawing of boundaries in the 40s, would not be implausible. I have no idea if such a mechanic exists for that area though.
