Unless you have changed the line in misc.txt you can ALWAYS trade units to nations you aren't at war with. You can only BUY units if you are allied to them.I can't do that in all versions of ARMA...
IIRC this has nothing to do with their resource levels. It has to do with either their manpower levels (they won't have enough to reinforce them) or their TC levels (putting them in the deployment pool for 30 days would put them above their AI threshold).I recently sold all my level 2 and below ships as the USA, and here is what I found: The AIs that are strapped for resources will not buy too many ships at once. You can pretty much stuff Britain full of old ships, but smaller countries will not take too many ships at once, and can even make you provide the oil (or equivalent in other resources) to run them.
