When he asked yesterday he still had the 'restricted access until e--mail confirmed' message as his user title.
You account looks fine. But you have no games registered, and are new, which can restrict you - where are you trying to post or read that you can't?
To be able to see the mod sections you need to register the base game. I.e. if you want a mod for CKII you need to register CKII; registering one of the CKII expansions isn't good enough.
Go to my games at the top of the page. Then choose CKII and enter your CD code. Considering surpricingly many people aren't aware I will tell you that the steam code isn't the CD code.
You have a different issue that only an Admin can fix. My guess by morning (if not sooner) all will be well

I don't see basic Europa Universalis 4 in the pull-down menu for registering games. I've registered Res Publica, but apparently that's not enough to get in the forums. Help please.
That list isn't alphabetic, so are you sure you have looked through it all; it appears to be one of the last ones.

Which part of registering your game do you have problems with. Also some of the sub forums are restricted for people who haven't registered their game because PDS doesn't use DRM. Do you rather want DRM instead of having to once type in your CD code? As it is right now you can take the game files, copy then from steam to a flashdrive and then play the games on a second computer without having to install steam if you so fancy---i.e. there is no DRM at all.
