You can attach regional armies to other nation's regions

Title pretty much covers it. I started a game at the first possible date as Rome, fought Epirus for bit and then made peace. Some troops were left in sicly after the war and despite owning none of it I was able to assign an army to that region.

Edit: Yay for typos. I meant you can ATTACH regional armies to other nations provinces.

An interface issue, indeed. One can still detach armies though, just as with own region armies.
