Hello, I'd like to propose individual ideas for each other Arabian countries. Some of these countries are very important to the region and have their own separate cultures (Compare Zaidi Yemenis to Sunnis from Aleppo)
So here we go; Yemen, Syria and Iraq should receive particularly powerful ideas compared to the others because of prominence.
Yemeni Ideas
Traditions;
1. Land army attrition -1
2. Tolerance of Heretics +2 (Great boost because of the hard to convert Zaidi Shi'a in the North)
Ideas;
1. Zaidi Shiism and Sunnis: +1% Missionary strength
For centuries the Shi'a North and Sunni south have been at odds. It's time to unite Yemen under one faith; Be it Shi'a or Sunni.
2. Former Sharifs of Mecca: +1 yearly prestige and +1 yearly legitimacy/republican tradition/Etc.
The Rasulids once held the title of Sharifs of Mecca. This gives us respect among the Muslims of our land.

We have embassies far across the Muslim world; From Cairo to Baghdad; From Constantinople to Zanzibar.

Christians and Muslims alike in our country live near each other in isolated valleys, and are neighbors in the city. We can identify with both communities, increasing our solidarity and others' opinions of us.

Beirut is a rising trading power on the Mediterranean shore, having surpassed the cities of the lower Levant, it has earned the nickname, "Pearl of the Middle East."

6. Jihad: Permanent casus belli against neighboring heathens ONLY.
al-Sham remembers still the Christian crusades. We will call believers in our country to the defense of Islam; Never again shall the Holy Land be threatened.
DISCLAIMER: Reasoning for this OP idea is that usually Syria, if independent, would definitely be a major powerhouse. Unlike religious ideas, this CB applies only to heathens (Outside of their religious group) so religious would be less viable, but still useful.

From a flavour perspective, many of your proposed ideas seem generic. Things like "diplomatic ties", "sailing tradition" or "western influence" (all from the Yemeni set) can apply to almost any nation. What is it that differentiates the nation in question from any other nation? I also don't care for the reusing of ideas between the groups. If two countries aren't distinct enough to be able to have a full unique set, then why not just stick with a shared set? In terms of the bonuses you're suggesting, many of them are horribly overpowered. You're combining two bonuses onto one idea slot, when either one of them are strong enough to be an idea on their own (eg, +1 diplomatic reputation and +1 diplomatic relation slot) and you also have some bonuses which are stronger than any other country gets (eg, +20% artillery combat ability).

I see your point. Paradox changes values for balance though. I tried to make out Yemen as a diplo and sort of mercantile.
