You should have an option to patrol your coast with ships. Do they really expect us, to use 90% of the time, moving a ship around to avoid pirates? :wacko:

I just use the "patrol from port" trick. Park a ship in port and it will keep the area clear of pirates in HTTT. Small detachments of capital ships with a couple of light ships are sufficient to destroy nearly every stack that might build up.
