xenophobe empire should not have access to migration pacts

i think xenophobe empire should not have access to migration pacts its free slave for them or at list not without giving citizen rightes to the primery and secondry species of the empire that they are having migration pacts with them


i dont make pact with xenophobe empire my self but Ai empires that is have pact with them will make pact with xenophobe empire and my pop will migrate all the time to xenophobe empires from empires that i have migration pacts with


for example i am a xenophobe goblin empire in the pictures and have migration pacts with elves and gnome and and they are becoming slaves after they migrate to my planet and the default right of all the species are slave
just wanted to show you

and some option should be add to slave market for allowing you to buy all primery species of your empire before other empires buy them a form of ransom maybe

If default right for xenos is "slaves" then noone will migrate there, problem solved or rather there wasn't one in the first place. Also, what about migration treaties with same-race empires? CoM/UNE, for example.

and no this will not happen in same species empires

i tested this they migrate and became slaves even when the default right for them is slave

most of the time i cant buy them becouse there is no warning for that until after they are sold in slave market

Not 2.2. In previous versions if you don't have citizen rights or residence by default then noone (except maybe refugees running from extermination) will migrate into your empire.
