Currently in game it's very easy to forget about primitive civilizations within your empire. Unless you are playing specific government types primitives are just bio research mines.

One way to add more RP options and identity to primitives would be to have archaeology/first contact style projects that unlock once you have built an observation post. A scientist could work on the project and gradually reveal a story and more cultural details about the primitives depending on their tech level while rewarding some tech and unity or even a relic along the way. More advanced societies might be riskier to do a project on.

Once the project is over the observation post reverts to offering the current study/interaction offers we currently have.
