Well the first plans for Fall Fritz, later to be known as Barbarossa were drawn up by General Marcks (still Colonel then, he was a division general in Normandy in 1944) of the General Staff.

Halder selected him as the planner but was not his deputy, and he was chief of staff for the 18th armyi know this isn't for me, but i think he was the chief of staff for 18th army. he could have been halder's deputy, but i'm pretty sure he was with the 18th.
