No, you can add an extra map country.

/Hint on/ Check out provinces.csv; down at the bottom... Change one of them to some kind of terrain... Assaign that province (xxxx) as usual in occupied, controlled, national... And voila, you're done. And yeah, don't forget to add its .inc file in the eug file (and if it's a new country; corresponding leaders, ministgers, techteams and flags and shields of course)
