When it comes to raising an army vs special unit, it does come down to cost-efficient solutions. The Keywords here are simply contributing to efficiency, increase in which might justify the extra cost of equipment, but going overboard with costs chasing Keywords does you no good.2. "cost-efficient solutions" are mostly not that, what "soldiers" need for their job. "Function", reliability, usability, durability are some keywords.
