Wrong country flag

In this picture we can see flag of Slovak republic... BUT this flag is national flag of SLOVENIA not SLOVAKIA!

The problem doesn't affect fascist Slovakia apparently, but (at least) democratic (edit: and communist) Slovakia. I didn't test communist Slovakia so far.

In the meantime I also stumbled upon this bug report about the problem with the flag of democratic Slovakia.

I attach a savegame featuring a democratic Slovakia illustrating the problem.

edit: The flag of communist Slovakia seems to use a Slovenian flag as well. I attach a savegame illustrating the problem.

Tested in our internal build and couldn't reproduce, so I think we fixed it.
