As the others have said, give him the Bishopric of Roma, but not the actual county.

The Pope doesn't need high moral authority to call a crusade (just 5%), but he does need to be landed.

Giving him the actual county will make it less likely that a crusade ends prematurely (if the Ummayads stomp over to Rome and get 100% warscore by taking his only holding), but is otherwise not useful for anything.

No you need to revoke it then grant it to the pope. So be careful with the -15 tyranny modifier.

On that subject, try using the Intrigue focus to find an excuse to imprison the bishop, then purposely fail to imprison him (save-scum if you aren't Ironman) so he'll revolt and you can revoke without penalty.
