Presumably, the Liberal Revolutions would be happening prior to the event allowing socialists.

There were socialist agitations long before 1860, though. What about them?
Would guess that communism is triggered later (considering A-L are triggered during the game, while liberals are there from the start). There weren't really any ideological split between communists and social democrats until the late 19th - early 20th century.
And I think it was mentioned in a dev diary how the upper house will support reforms if country militancy gets too high.
