But... that is a third mission. And a very easy one, for very powerful effects. Why would you want it removed?
not easy u have to give 2 privileges to them dhimni's priveliges are awful one of them decreases ulema and amir loyaly one is gov cap other one loyalty u can only give this privilege others are so bad

this annoying mission always comes this means u have only 2 privileges instead of 3 i do alt+f4 if i dont get a doable mission from others

there are also Higher Dhimmi Taxes, Grant Dhimmi Liberties that don't have negative effects on other estates and crownland
only downside is lower max absolutism but it doesn't matter in 1444

those require you to own heathen provinces. i often had them demand having 3 privileges while they only had a total of 2 to select from.

i personally would like an option to disband the dhimni since i usally convert anything instead of using them (i know its less optimal but i like a pretty religious map and use religios culture privilege). and they are just annoying for me (increasing tech cost because being at war with heathens gives them -10% loyalty, spawning unrest and rebels from seize land even though they dont own any land whatsoever). western nations already have no acces to them so i dont see any reason why everyone else cant do anything about them. also for my subjects, i want to convert their lands instead of them enacting the -100% local missionary strength privilege and me having to fight their rebels until the end of time.

I agree it’s extremely annoying if you don’t in fact have any heathen lands, because you then only have 3 privileges to grant, most of which are less than desirable. It’s a decent and viable agenda otherwise, but it really should only start appearing once you gain heathen land.

Using the Dhimmi well pays off - the 10% tech cost is extremely powerful and makes for 20% total with legalism (and you can easily keep the Dhimmi loyal while warring heathens) and an extra estate means another 100 governing capacity from land rights. I wouldn't wanna give them up.

thats why i want it as an optional decision that you can take or not. if i convert everything i dont need tolerance, i basicly never need the gc privileges and keeping them loyal is not easy if they only have 2 useless privileges i can grant them, especially combined with low prestige and high piety.

implementing it wouldnt take much effort, can be done with the tools modders have at their disposal (so there would be no new mechanics required) and the game would only benefit from giving players a reversable choice about it.

That's your personal opinion, and many, including devs, disagree.
As you said - it's easily implemented, so you can mod it as you like it. Game was made moddable for a reason.

The problem is that if you don't own any heathen provinces then that mission only gives you some very bad options.

Realistically the Dhimmi estate shouldn't appear unless you have heathen land, just like the Cossacks estate only appears with steppe provinces.
