I’m mostly thinking about giving the ERE the Complete King’s Peace law because historically speaking, almost all revolts were against the emperor, not against other vassals.

The ERE is unique of course because the main goal of the nobles wasn’t really to increase the power of the nobles overall, rather to gain the title of emperor for their family.

I don’t wish for any big overhaul of the ERE, just giving them the King’s Peace laws at the start. It makes it more likely for revolts against the emperor to happen rather than wars between vassals and it also prevents some border gore happening due to dukes pressing claims in Caucasia and whatnot.

What do you all think?

Also, if I wanted to do this before I start a new game, how would I do that?

Hmm, I’ve added that to the history file but for some reason it doesn’t show up in game. Do I have to also give the ERE the prerequisite laws for it to activate in game?
This seems to be correct, now that I test it. In the same place, change crown_authority_2 to crown_authority_4. Alternatively, change the prerequisites for king_peace_2 (and king_peace_1) in common/laws/emf_crown_laws.txt.

Alright, now there’s a new issue: I’ve got it so the law can be changed in game... but even though in the history file the ERE has law = king_peace_2, it doesn’t show up in game.

Are you checking for the law administration_2 or the government type imperial_government? The law is set in the history file, but the government type appears to be set by a startup event (events/emf_imperial.txt/emf_imperial.3295). During the history execution, the ERE still has feudal government.

In that case, I guess you could try editing events/emf_imperial.txt/emf_imperial.3295.
I finally figured out what caused all these issues. There are a bunch of hidden effects for the crown authority laws. Levels 2 and 3 automatically reset the King’s Peace to king_peace_0. Deleting the lines causing this reset in the emf crown laws file and the emf_laws.txt file fixes the issue.
