They both are peasant rebel[CSH and CXI].It makes sense to put it in one event.
Otherwise, it would be too strange for a Peasant rebel to have no incidents but Shun have.
PS:real want a Special Idea for CXI

Agreed, should have appeared in the same event that spawn Shun as both of them rise up pretty much together.

Check the game script for the event maybe the best way of let Xi to show up is via the Yunan event that pop up Dali.

in 1643+ starting date,XI{CXI} and SHUN {CSH} are aligned with each other.And they both war with MNG,So it's very reasonable to add Xi{CXI} content to this event
