Because the HOI3 OOB's have higher levels of command that didn't exist in HOI3, and Divs are now always individual units with their own commander, then all countries will probably need about twice as many commanders to fill out all of all of the units at the start of the game.

For instance, 1936 Germany IIRC started HOI2 with a PanzerArmee which was a stack of four Divs. This would have had a Lt.Gen (with an overstacking penalty) or Gen. assigned to it, ie. one commander. In HOI3 the same unit will require: 4 x Maj.Gen and 1 x Lt. Gen. It may also be part of a higher level command with a Gen. and/or FM. By 1939 this formation would be a Panzerkorps and definitely be part of both an Army and Army Group, with 4 x Maj.Gen and one each of Lt.Gen, Gen. and FM. Seven commanders instead of the one in HOI2.

So it is clear that with the same number of historical commanders even Germany will be struggling for commanders, and probably from fairly early in the war.

The Devs must be aware of this problem, and have a solution.

In EUIII/Rome they have a system where the game can generate political leaders/commanders with appropriate stats, names and even faces. The system can track them from birth to death. IIRC the system can generate 16 million unique characters.

I can understand why some people would not like this system, but I certainly think that HOI3 could (and probably must unless someone can come up with a massive number of historical commanders) use this system to autogenerate some commanders. Obviously, no need to do it from birth, given the much shorter length of the game compared to EUIII/Rome. But there must be a group of non-historical potential leaders coming through the ranks (Major/Colonel/Brig.Gen.), that can be used as the war progresses.

You could generate some additional level 0 commanders at the start of the game with random ages over 30, and then on a regular basis generate some more commanders who have reached 30, with appropriate stats/traits for their country. Then I would allow them to accumulate some experience based on the combat experience of the Divs (which they will be part of) rather than the combat experience of the Maj.Gen's and above. So an autogenerated level 0 commander aged 44 in 1936, might accumulate enough experience to make it to Maj.Gen. later in the game.

The numbers of these who are generated should be linked to the amount of leadership points being used to build your different types of units generally. If you use lots of points on your navy, then more likely to autogenerate a naval commander, etc.
