New Glasgow? New Dublin? New Orkney?Sinclair is a perfectly good name, but for the record I think Zenith is a perfectly American name. We'll name our towns and cities all kinds of things.
Minnechaug , Chicopee ?Yeah a lot of American names are European pronunciations of what the American-Indians called the spot, or just new <insert place founder came from>
Well, based on the rules we've come up with so far we've simplified the organizational and business parts of the game to the point where we can focus on the fun stuff, like RPing characters.I dislike the idea of an organized crime RPG, it is too self limiting. In the end the thing that criminals do is the same as all business men, persue maximum return on investment. Whether that is time, money, or lives they are all doing the same thing. A good drug dealer must also be a business men, someone running a protection racket must allow for businesses to grow, a hit man must contact customers, negotiate deals and estimate the risks. The list goes on. When crime is your job, most of the time it is routine and not especially exciting, it must be.
Even worse there are layers of management in a large organized crime syndicate. That sort of stuff is boring, but it is also vital to running a profitable enterprise. Either shrink the scope of this idea down to some exiting part of the criminal life, or expand it to allow all sorts of RP business men to enter into a game of economic one up man ship. That is what I think.
Couldn't you fit in Labor Unions? Or is the time period too early for them to be influental? The idea of including non criminals is interesting. It would open up options to have, say, political and "legit" business interests to deal with. Trying to do too much can be fatal to these games.
Potential non-mafia factions:
*party bosses and crooked politicians
*law enforcement
*Clergy
* finance kingpin
* newspaper mogul (J Jonah Jameson!)
*the Klan (was very influential and almost respectable in 1920s)

I think the big problem would be finding people to play as them. I mean, who would play as a bishop or newspaper owner when you could play as a gangster? I'm not sure how interesting gameplay as them would be either, but we could definately make playing as a crooked politician or cop interesting. The idea of including non criminals is interesting. In the cosa nostra, the only way to become boss of multiple families is to be given the "boss of all bosses" title which wasn't all that common, and wouldn't make that much sense from a gameplay point of view. In real life I believe it is considered a mostly nominal title anyways so I might be wrong. Here are my views and ideas.
Where is our city located in America? Is it a major city?
Organizations
Mobs
These groups consist of multiple families but as of 1920 these do not exist as no gangster has managed to become strong enough. The title Mob Boss refers to a boss that rules over multiple families.
Families
These groups are made up of crews and ruled by a Boss. They don't necessarily represent kinship although often they do.
Crews
The smallest group in the game led controlled by Captains. Crews make up your families regularly employed muscle that aren't just guarding some building or business. They do all the dirty work.
A crew typically has 10-20 soldiers but can be built up through Enforcement Points.
Key Concepts
Clams: represents how much money you have
Muscle: represents your ordinary thug
Enforcement Points (EP): represents your character's respect of sorts, you earn EP through succeeded in crimes and other actions
